The Chinese People’s Armed Police Academy (CPAPA) was founded in April 1981. It is subordinate to the Ministry of Public Security (MPS) with the location of Langfang City, Hebei Province, and mainly undertakes the education and training of officers for border control, fire control, VIP protection and UN peacekeeping. It started to recruit cadets from 1984 and passed the Bachelor’s Degree Education Assessment carried out by the then National Education Commission in 1997. In 2001, China Peacekeeping Police Training Center (CPPTC) was established in the grounds and under the jurisdiction of CPAPA. CPAPA was entitled to confer its master degree in 2003.Its excellence in undergraduate teaching assessment organized by the Minister of Education in 2008 and in 2016 has, since then, witnessed over-increasing education capabilities.

By taking advantage of its domestic-advanced and world-renowned special courses, CPAPA has made great contribution to the public security, the police system construction and the international peacekeeping. The academic discipline category of CPAPA is composed of the science of law, the science of military, and the science of engineering. Under this category, 6 first-level academic disciplines and 1 independent second-level academic discipline were developed and delivered to frame “3+6+1”subject, namely, the science of law, the science of command, the safety science & engineering, the armed police mentality studies, the science of public security, the science of policing techniques & technologies, and the science of branch tactics. A total of 19 Master’s Degree programs are run by CPAPA, including 4 Master’s Degree Programs, namely the Master’s Degree of Engineering, Policing, law and public management perfectly combining the academic degrees and the professional degrees into the master’s degree program structure of CPAPA.A total of 11 Undergraduate Degree Programs are operated by CPAPA, including 7 rated as Special-featured Degree Courses Programs at the National and Provincial Level. 6 courses are rated as National Excellent Courses, 4 as National Excellent Shared Courses, 29 courses as Excellent Courses of Hebei Province or Ministry of Public Security, and 1 as National Excellent Video Open Course.14 textbooks are selected as Official Textbooks at the National Level, 38 as Official Textbooks at the level of the Ministry of Public Security. In addition, 37 textbooks received awards from the Ministry of Public Security. CPAPF has undertaken over 50 research programs supported by the National Science & Technology Plan, the National Natural Science Funds and the National Social Science Funds. It is also engaged in more than 800 research programs at the provincial and ministerial levels and obtained over 50 national patents. Among others, no less than 80 pieces of these program achievements received rewards at and above the provincial and ministerial levels, including a Class-II Prize from the National Science & Technology Progress Reward. More than 8000 academic theses and over 600 monographs and translation works are published at the efforts of CPAPA academic faculty members.

CPAPA covers an area of 100 hectares, with an in-door space of 380,000m2. It is equipped with state-of-the-art teaching and training facilities. A total of 15,625 sets of apparatus were invested in CPAPA to meet the requirement for teaching and scientific research. There are 38 professional and simulated laboratories with unique CPAPA features, such as the National Simulated Virtual Experiment & Teaching Center for Fire Control, the MPS Key Laboratory for Fire Fighting & Rescue Techniques, the Material Evidence Identification Center for Fire Accident, Travel Document Laboratory, as well as the Hebei Provincial Experiment & Teaching Demonstration Center for Fire Control. Among others, the Border Control & Immigration Security Research Center is one of the philosophical & social science research bases for Hebei Province. Several professional institutions were established and operated under CPAPA, including the National Guidance Committee for Fire Engineering Education, the MPS Key Laboratory for Fire Fighting & Rescue Techniques, the Academic Committee of China Fire Protection Association (CFPA), the CFPA Technical Committee for Fire Fighting & Rescue, the UNPOL Committee of China Police Association, and the Cardio- Pulmonary Resuscitation Training Center authorized by the American Heart Association (AHA).

CPAPA adopts and implements a talent-supported strategy of development. Currently, CPAPA is staffed with more than 400 full-time faculty members. Among them, over 200 are professors and associate professors, and more than 300 have Doctor’s Degree or Master’s Degree. Besides, more than 200 part-time professors and mentors are invited from counterpart institutes. 4 faculty members are funded by the New Millennium Talent-support Plan of the Ministry of Education. 30 are ranked Excellent Teachers at and above the provincial and ministerial levels. 24 are granted special governmental or ministerial subsidies. 6 are awarded the honorary title of National Outstanding Police. 150 are subsidized by the Ministry of Public Security as Excellent Technical Talents. The Teaching Team for the course of Combustion Fundamentals for Fire Control is entitled the Outstanding Teaching Team of Hebei Province.

CPAPA sticks to a road of open-door education. Stable and practical cooperation and exchanges have been carried out with over 20 overseas universities and international organization, such as the Illinois State University at Urbana Champaign, St. Petersburg State University for Fire Service, French National High School for Fire Service Officers (ENSOSP), University Saint-Anne of Italy, HK Immigration Service Institute of Training and Development, and International Organization for Migration etc. In recent years, over 300 faculty members joined 120 tours of study-visit to more than 50 countries/regions, while 150 tours of visit engaging more than 500 persons from over 60 countries/regions/organizations were hosted by CPAPA. Over 200 teachers used to be dispatched to overseas universities for study visit while more than 200 foreign experts were invited to CPAPA to deliver lectures. 700 foreign police officers from 60countries/regions were on training programs organized by CPAPA. Relying on the advantage of discipline,11 international police training courses are provided by CPAPA, namely, Immigration Inspection, Border Management, Immigration Management, Police tactics, Fire Prevention and Suppression of Ultra Large Fire , Emergency Rescue, VIP Protection, Major Event Safety & Security Preparedness, Counter-Terrorist and Crowd Control, Peacekeeping and Riot Control, and Energy Security are the backbone of international police training.

Several rounds of International Seminars on topics, such as “Fire Fighting & Emergency Rescue Techniques”, “Irregular Immigration and Cross Border Crime”, “Peacekeeping Capacity Construction”, “Major Event Safety & Security Preparedness” were held by CPAPA, with a sweeping impact in the international academic circle.
