Jiangsu Police Institute (JSPI) is one of China’s first provincial public security undergraduate institutions. Its predecessor is Nanjing Public Security School founded in 1949. It was renamed as Jiangsu Provincial Public Security College in 1953, and Jiangsu Public Security Vocational College in 1982. With the consolidation with the former Jiangsu Provincial People’s Police Academy in 1998 and Jiangsu Justice Institute in 2000, Jiangsu Police Institute was upgraded as an undergraduate institution in 2002. In 2007, the institute became the first provincial police institute in China to pass the undergraduate teaching evaluation by the Ministry of Education with a favorable grade. In 2011, its first-level discipline Public Security was listed in the Provincial Advanced Disciplines Project, and the institute was included as Postgraduate Degree Education Unit by Jiangsu Provincial Degree Committee. In 2013, JSPI began to hold joint postgraduate degree education with Nanjing Normal University and Nanjing Tech University.

Since its resumption in 1978, JSPI has cultivated more than 45,000 full-time graduates and 25,000 adult education graduates, trained over 50,000 on-job police officers of assistant section chief level or above. At present, its graduates account for more than 40% of all police officers in Jiangsu, of which 80% have become leaders or backbones in various police departments and local police organs across the province. It is fair to say that Jiangsu Police Institute has become a main channel to cultivate public security talents in Jiangsu, an important training center for on-job police officers, and a major force in policing theory and practice research.

With its major campus located in the Pukou district of Nanjing, JSPI also has other two campus named Andemeng and Longtan, covering a total area of 1006 mu (67 hectares) and floor area of 375,000 square meters. It has 8 comprehensive laboratories in forensic test, forensic chemistry and criminal investigation, etc., and training venues such as police stadium, shooting range, natatorium, tactical training simulation zone and standard sports field. The library collects 740,000 paper books and 1.69 million electronic books, with more than 840 kinds of Chinese and foreign periodicals. The library also develops 8 databases featuring public security specialization and opens a digital library in Jiangsu Public Security Network. JSPI owns the first fingerprint theme museum Nanjing China Fingerprint Museum, the Police History Museum of the Republic of China (1912-1949) and the Firearms History Museum. It currently enrolls approximately 6,000 full-time students and 3,000 students of adult education, with 7,000 on-job police officers trained annually. The Institute consists of 10 teaching departments, namely, Public Security Administration Department, Public Order Administration Department, Criminal Investigation Department, Public Security Science and Technology Department, Computing Science and Cyber Safety Department, Department of Law, Ideological and Political Theory Department, Police Physical Training Department, Basic Courses Teaching Department, Postgraduate Department. It boasts a faulty of 647 staff, 368 out of them are full-time teachers, among which 176 have attained senior academic titles, 237 have achieved master degrees or above, 17 are scholars of “333 Project” and “Six Summit Talents” selected by Jiangsu Provincial Government, 40 are excellent young and middle-aged backbone teachers included in “Qinglan Project” and 2 teachers are awarded Teaching Master of Provincial and Ministerial level. In total, 47 teachers have obtained criminal technology assessment qualifications.

Over years, JSPI has formed a discipline structure featured Law as its basis, and coordinated development in engineering, management and other disciplines, with public security as its distinctive specialization. It has one provincial advanced discipline project in public security, 4 provincial key construction disciplines in public security technology, law, public administration and litigation law. It has 16 full-time undergraduate majors, namely, Administrative Management, Public Security Management, Public Order, Investigation, Policing Command and Tactics, Economic Crime Investigation, Forensic Science and Technology, Foreign Policing Affairs, Cyber Safety and Law Enforcement, Traffic Engineering, Audiovisual Technology, Safety Technology and Prevention, Public Security Information Science, Law, Computer Science and Technology, Government Administration and Internet Engineering, and one full-time undergraduate major orientation of civil and commercial law. It has established 5 adult education majors in law, criminal investigation and security, etc. for diploma education. It boasts 2 National Specialized Discipline Construction Units, 2 Comprehensive Reform Pilot Projects by the Ministry of Education, 6 Provincial Specialized Discipline Construction Units, 2 Provincial Key majors, 2 Provincial Brand majors as well as one Discipline Construction Unit of ministerial level.

Aiming at cultivating practice-oriented talents and further deepening teaching reform in public security education, JSPI endeavors to establish a practice-oriented teaching union by collaborating with police departments in Jiangsu, thus to make “Four Synergistic Movements” ( synergies in talents cultivation, team building, research and resource sharing) and “Four Connections”( connecting talents cultivation with real-combat skills, specialized teachers with practical experts, specialization with public security field work, and teaching and evaluation methods with practice-oriented skills) in talents cultivation mechanism and training modes. Strengthen the construction of practice-oriented training courses, integrating 14 public security law enforcement skills training projects into 2 basic practical courses (public security law enforcement and criminal law enforcement). It has one National College Students Practice Education Base, 6 Provincial Lab Teaching and Practice Education Centers, 3 National Brand Courses, 7 Provincial or Ministerial-leveled Brand Courses, two “12th Five Year Plan” National Teaching Materials for undergraduates, 12 Provincial Brand Teaching Materials, 2 Provincial Key Projects Teaching Materials, and in charge of editing 9 teaching materials of the Ministry of Public Security, achieving 17 Teaching Issues of Provincial Higher Education Reform and Research and 7 Higher Education Teaching Awards of provincial or ministerial level .

With the foundation of Institute of Modern Policing Reform of the Ministry of Public Security and Jiangsu Provincial Research Center of Public Security, Jiangsu Police Institute has become the only public security undergraduate institution that boasts both provincial and ministerial think tanks. Other research centers including Jiangsu Provincial Philosophy and Social Science Research Center of Colleges and Universities, Jiangsu Public Security Collaborative Innovation Center, Jiangsu Public Safety Emergency Control and Command Technology Center, Research Center of Jiangsu Modern Policing, Public Security Higher Education Development Research Center, Public Security Science Theoretical Research Center, Police Culture Research Center, Documentation Center of Police History in the Republic of China (1912-1949) are also established in the institute. Moreover, 41 research bases and work stations have been set up in collaboration with local police departments and a large number of important fruits with application value have been achieved. Ever since the launch of the 12th Five Year Plan, the institute has conducted 231 research projects, with 7 national projects, 46 provincial and ministerial ones included and was granted 4 patents of invention, 6 patents of utility, and 2 industrial standards of the Ministry of Public Security are issued and conducted nationwide; More than 1600 academic papers have been published, among which 258 are published on Chinese Core Journals, 91 on CSSCI, 40 on EI, SCI and ISIP, and 235 on important journals of Public Security, together with 91 academic monographs published. Over 60 academic results have attained Science and Technology Award by the Ministry of Public Security, Outstanding Achievement Award of Jiangsu Philosophy and Social Science, Outstanding Achievement Award of Jiangsu Social Science Applied Research, Innovation Award of Jiangsu Public Security Work, Sci-tech Award of Strengthening Public Security, etc. The journal “Jiangsu Police Institute Journal” is the Outstanding Journal of Social Science and Class-A Journal of Jiangsu Province, and is selected as Extension Journal of China Humanities and Social Sciences Evaluation and Report by Chinese Academy of Social Sciences.

Focusing on “Four Dimensions Construction” raised by the Ministry of Public Security as well as the “One Body Two Wings” strategic layout required by Jiangsu Provincial Department of Public Security, JSPI takes an active part in the program to strengthen on-job police capability, improves practical training system for backbone officers, and endeavors to train leader members and police chiefs in county level across the province. Several bureaus of the Ministry of Public Security has successively established bases for on-job police training in the institute, including Technology and Information Bureau, Network Security Bureau and International Cooperation Bureau.

JSPI attaches great importance to exchanges and cooperation with international police institutions. In recent years, it has received delegations, experts and scholars from over dozens of countries and regions, including U.S., U.K., Australia, New Zealand, Canada, Germany, Korea, Hong Kong SAR, Taiwan, etc. It has been appointed by the Ministry of Public Security as one of the organizers of EU-China Police Training Project, Foreign Talents Introduction Project and the Training Base for Foreign Police Officers, and has undertaken 7 sessions of Foreign Talents Introduction Project and 9 sessions of EU-China Police Training Project (including the High Level Forum) and 11 sessions of Foreign Police Officer Training Project, which in turn has reinforced its influence on the field of international police education and training. Besides, the institute also undertakes educational aids to Xinjiang and Tibet, promotes cooperation and exchanges with police academies of Hainan, Heilongjiang, Hunan and Gansu, etc., receiving positive social response.

Adhere to integrity education and police cultivation, drawing on the principle of building police institute and police team on the basis of political steadfastness, JSPI persists in the principles of integration of teaching, research and judicial practice, sticks to higher education rules, highlights education with police characteristics and makes great efforts to cultivate satisfactory talents for public security organs. A great number of graduates become heroes and models, over 1000 person-time are awarded the Merit Citation Class II or above, near 100 are granted Hero Model Title by the Ministry of Public Security, National Outstanding Police Officers and National and Provincial Model Workers. In the Second Session of National Public Security Colleges Teaching Competition, JSPI attained 9 first prizes by teachers and participating students won the first prize for groups; Participants dispatched by JSPI also won a lot of prizes in technology and innovation competitions as well as culture and art contests; During the major events such as Shanghai Expo, World University Games, Nanjing Youth Olympics Games, China-CEE Summit held in Suzhou, Nanjing International Marathon, National Memorial Day and G20 Summit, JSPI students successfully fulfilled their security missions and won praise from the society, with the honorable First-class Citation for Merit by Ministry of Public Security. Besides, it has also earned multiple honorary titles including “Jiangsu Civilized College”, “Jiangsu Civilized Unit”, “Harmonious Campus of Jiangsu Higher Education Colleges” and “Jiangsu Safe Campus”.

Seventy years of reform and development witness the glory and visions of several generations’ unremitting efforts and persistent aspiration. Standing at a new starting point, JSPI Party committee, under the solid leadership of Jiangsu Provincial Party Committee, Provincial Government, Provincial Department of Public Security and Provincial Department of Education, together with all staff and students, shall implement fully the guidelines from the 18th National Party Congress and those of the third through sixth plenary sessions of the 18th Party Central Committee, put into practice the principles from General Secretary Xi Jinping's major addresses, strengthen efforts to ensure the important deployments urged by Higher Education Comprehensive Reform and Public Security Reform, actively integrate into the mainstream of the reform and development of both higher education and public security, stick to the concept “towards practice, towards front-line, towards future” and adhere to the practice of the strategy of transforming and upgrading. Jiangsu Police Institute is working hard to build itself an excellent public security undergraduate university, an outstanding on-job police training base and a splendid research center of policing theory and practice, so as to speed up to build itself a first class public security university, providing strong talents and intellectual support to the cause of Jiangsu public security and the construction of a new Jiangsu.
